Council for Institutional Strategic

(1) The Council for Institutional Strategic Development (CISD) is the governing body of USARB. It convenes at least once per quarter or whenever necessary, at the initiative of the chair or at least 1/3 of its members, and has the following competences and responsibilities:

  • coordinating the drafting of the Institutional Strategic Development Plan, which includes the University’s vision, mission, development strategies, and main actions for a period of at least five years, and which is submitted to the Senate for approval;
  • monitoring and evaluating the efficient use of financial resources and submitting the draft university budget to the Senate for approval;
  • approving the standard study contract and the amount of tuition fees;
  • ensuring institutional management regarding intellectual property rights and technology transfer;
  • making decisions, with the Senate’s favourable opinion, concerning:
    – the development and consolidation of the institution’s assets, with at least 2/3 of the members’ votes;
     – the initiation and termination of study programmes, with at least 2/3 of the members’ votes;
     – the methodology for staff remuneration and incentives;
     – entrepreneurial activities, public-private partnerships, and cooperation with the business environment;
     – participation in consortia and mergers with other higher education institutions;
  • organizing and conducting the elections for the position of rector in accordance with the Regulation on the organization and conduct of the USARB rector elections.

(2) The Council for Institutional Strategic Development consists of nine members, as follows:

  • three members designated by: the Ministry of Education – two members, and the Ministry of Finance – one member. The designated members may not be employed within the respective ministries;
  • two members from among full-time USARB teaching staff who do not hold administrative positions and are not members of the Senate, elected by secret ballot by the general assembly of faculty council members and student representatives from the Senate and faculty councils (general assembly of electors);
  • two members delegated by the Senate, who are external experts and do not have the status of USARB employees;
  • the rector;
  • the vice-rector responsible for financial matters.

(3) The composition of the Council for Institutional Strategic Development must include economists and legal experts. The person designated by the Ministry of Finance must have specific competences in financial monitoring and auditing. When constituting the Council, the principle of gender balance must be observed.

(4) CISD members are appointed for a five-year term.

(5) The CISD chair is elected by its members. USARB employees cannot be elected as chair of the Council for Institutional Strategic Development.

(6) CISD members designated by USARB receive a monthly allowance, except for the rector and vice-rector. This allowance is paid from the USARB budget for members designated by the university, and from the founder’s budget for members designated by the founder and the Ministry of Finance. The allowance is equal to one average national salary for members and two average national salaries for the chair.

(7) CISD members bear personal responsibility for the decisions adopted, in accordance with current legislation.

(8) The Senate shall undertake the necessary steps and initiate the procedure for appointing new CISD members at least 30 (thirty) days before the expiration of the mandate of the current members.

(9) The election of CISD members from among full-time USARB teaching staff is organized and conducted by the University Electoral Commission, according to the electoral procedure established by the Regulation on the functioning of the Council for Institutional Strategic Development, approved by the Senate.

(10) A candidate is declared elected as a CISD member if they receive at least half plus one of the votes of those who participated, provided that at least 2/3 of the eligible academic community members took part in the vote.

(11) The election of CISD members delegated by the Senate, who are external experts and not USARB full-time staff, is carried out during a Senate meeting, by universal, direct, secret, and freely expressed vote.

(12) A candidate is declared elected as a CISD member if they receive at least half plus one of the votes of the Senate members participating in the vote, provided that at least 2/3 of the Senate members participated.
