regarding the filling of vacant positions for members of the

Council for Institutional Strategic Development

from among the tenured academic staff of USARB

Alecu Russo Balti State University (38 Pușkin Street, MD-3100), pursuant to the Regulations on the Council for Institutional Strategic Development of Alecu Russo Balti State University(Minutes No. 11 of 14.05.2015) and the Decision of the USARB Senate of 29.09.2025 (Minutes No. 2), announces the competition for filling two vacant positions for members of the Council for Institutional Strategic Development from among the tenured academic staff of USARB.

Eligibility criteria for candidates:

  1. must hold a scientific-didactic title;
  2. must demonstrate at least 5 years of experience as a tenured staff member of USARB;
  3. must not hold managerial positions;
  4. must not be a member of the Senate;
  5. must be nominated by the councils of USARB faculties;
  6. must submit an application file to the USARB Chancellery, containing the following documents:
  7. recommendation from the faculty council;
  8. curriculum vitae;
  9. copy of identity card;
  10. copies of educational documents and diplomas attesting scientific and scientific-didactic titles;
  11. documents proving experience in higher education and research, as well as other documents attesting professional and scientific activity;
  12. self-declaration confirming the absence of violations of ethical or professional deontology norms during their activity, and the absence of a criminal record.

 

Competition timeline:

8 October – publication of the announcement

9-15 October – submission of application files to the USARB Chancellery, between 08:00-16:30

16 October – announcement of candidates

17 October – meeting of candidates with the electors

20 October – voting procedure and announcement of results

Following the analysis and verification of the application files submitted for the competition for the election of the Rector of USARB, with respect to their compliance with the eligibility criteria, the Council for Institutional Strategic Development (CDSI) has decided:

ANNOUNCEMENT

regarding the initiation of the process for electing the Rector of

Alecu Russo Balti State University

The Council for Institutional Strategic Development of Alecu Russo Balti State University, pursuant to Article 105 of the Education Code No. 152 of 17.07.2014, in accordance with the Framework Regulation on the Procedure for Electing the Rector of a Higher Education Institution in the Republic of Moldova (approved by Order of the Minister of Education No. 09 of 14.01.2015), the Regulation on the Procedure for Electing the Rector of Alecu Russo Balti State University (approved by the University Senate on 14.05.2015), and the Decision of the Council for Institutional Strategic Development of Alecu Russo Balti State University of 12 February 2018, announces the initiation of the process for electing the Rector of Alecu Russo Balti State University.

A person may run for the position of Rector of Alecu Russo Balti State University if they hold a scientific and/or scientific-didactic title and have at least five (5) years of experience in higher education and research.

Candidates must submit to the Council for Institutional Strategic Development of Alecu Russo Balti State University an application file containing the following documents:

  1. letter of intent;
  2. curriculum vitae (Europass format);
  3. copy of identity card;
  4. copies of educational documents and diplomas attesting scientific and scientific-didactic titles;
  5. documents proving experience in higher education and research, as well as other documents attesting the candidate’s professional, managerial, and scientific activity;
  6. activity plan;

7.self-declaration regarding the absence of violations of ethical and professional-deontological norms during their activity, as well as the absence of a criminal record.

The complete application file shall be submitted in person no later than 7 March 2018, between 08:00 – 17:00 on working days, to the Secretary of the Council for Institutional Strategic Development of Alecu Russo Balti State University (MD-3100, Bălți municipality, 38 Pușkin Street, Office 811, tel.: 231-5-24-79, e-mail: cdsi@usarb.md).

The application file may also be submitted by post or by e-mail.

In the case of submission by e-mail, the candidate must submit the written (hard-copy) file within three days of the electronic submission, but no later than the last day for submitting the file, as specified in this announcement.

Decision of the Council for Institutional Strategic Development

of Alecu Russo Balti State University

On 12 February 2018, a meeting of the Council for Institutional Strategic Development (CDSI) of USARB was held.

All members of the CDSI unanimously voted in favour of the following decision: to initiate the process of electing the Rector of Alecu Russo Balti State University and to publish the corresponding announcement in the newspaper Făclia and on the university’s website on 16 February 2018.

Press Release of the CDSI for the USARB Community

On 18 December of the current year, a meeting of the Council for Institutional Strategic Development of USARB was held, during which a decision was taken to organise the second round of elections for the position of Rector of USARB on 22 December 2015.

Due to certain impediments, the electoral process was disrupted. On the day of the first electoral round, 11 November 2015, at 08:28, Mr P. Topala submitted a request to the President of the CDSI, requesting the suspension of the elections on the basis of the court ruling issued on 10 November 2015 (see Annex No. 1). On the same day, at 12:19, through a judicial executor, the CDSI received the Order on the initiation of enforcement proceedings (see Annex No. 2), by which the Bălți Court ordered the suspension of the meeting organised by the CDSI of USARB until the settlement of the dispute. In reality, no CDSI meeting took place on that day.

At the CDSI meeting held on 15 November 2015, a decision was adopted to lodge an appeal against the Bălți Court’s ruling of 10 November 2015 with the Bălți Court of Appeal (see Annex No. 3), and to comply with the precautionary measures requested by the claimant.

By the Decision of the Court of Appeal issued on 14 December 2015 (see Annex No. 4), the appeal submitted by the CDSI was admitted, the ruling of the Bălți Court (of 10.11.2015) was quashed, and a new ruling was issued, rejecting the request submitted by Mr P. Topala. This decision is final and irrevocable.

Taking into consideration all the above, and in accordance with the Framework Regulation on the election of the rector of higher education institutions in the Republic of Moldova (Annex to ME Order No. 09 of 14 January 2015), as well as the Regulation on the election of the rector of Alecu Russo Balti State University (approved by the USARB Senate, Minutes No. 11 of 14 May 2015), the CDSI decided to continue the electoral process. To ensure transparency in the activity of the CDSI and to maintain a favourable climate within the USARB community, we attach copies of the documents confirming the evolution of the events.
