ANNOUNCEMENT

regarding the organization of the competition for filling

the position of President of the USARB Scientific Council

Alecu Russo Balti State University (hereinafter referred to as USARB) announces a competition for filling the position of President of the USARB Scientific Council (vacant position amounting to 0.25 Full-Time Equivalent, with the possibility of increasing this workload depending on the number of coordinated doctoral schools).

Candidates eligible to apply are persons who meet the minimum mandatory standards for obtaining the right to supervise doctoral studies, in force on the date of publication of the announcement in the Official Monitor of the Republic of Moldova regarding the opening of the competition.

The candidate’s application file must include:

  1. the application for participation in the competition, signed by the candidate;
  2. a copy of the identity card;
  3. the candidate’s Curriculum Vitae;
  4. a managerial program regarding the development of Cycle III (doctoral) studies within USARB;
  5. a notarized copy of diplomas certifying the academic degrees and scientific titles held;
  6. a list of publications and presentations at national and international conferences over the past five years;
  7. a certificate confirming the authorization to supervise doctoral theses or documents proving that, on the date of publication of the announcement in the Official Monitor of the Republic of Moldova regarding the opening of the competition, the minimum mandatory standards for obtaining the right to supervise doctoral studies are met;
  8. a list of supervised doctoral candidates who have successfully defended their doctoral theses.

The application file shall be submitted either in person to the USARB Chancellery or by e-mail to the following address: cancelaria@usarb.md . If the application file is submitted by e-mail, all required documents must be scanned in PDF or JPG format. At the same time, the candidate is obliged to submit the application file in hard copy on the date of the interview.

In the case of submitting uncertified copies, on the day of the competition the candidate must present the original application file.

An incomplete application file constitutes grounds for non-admission to the competition, by decision of the Selection Committee.

Alecu Russo Balti State University (38 Pușkin St., MD-3100), pursuant to the Regulation on the Council for Strategic Institutional Development of Alecu Russo Balti State University (USARB CDSI), approved by the Decision of the USARB Senate, minutes no. 11 of 14.05.2015, and the Decision of the USARB Senate of 29.09.2025, minutes no. 2, organizes on 20.10.2025, between 09:00 and 13:00, in Room 209, the election process for two members to the USARB CSID from among the tenured teaching staff of USARB.

Voters entitled to vote are the members of the faculty councils and the student representatives in the Senate. Each voter shall identify themselves on the basis of a valid identity card.

Alecu Russo Balti State University (38 Pușkin St., MD-3100), pursuant to the Regulation on the Council for Strategic Institutional Development of Alecu Russo Balti State University (minutes no. 11 of 14.05.2015) and the Decision of the USARB Senate of 29.09.2025, minutes no. 2, announces a competition for filling 2 vacant positions of members of the Institutional Strategic Development Council (CDSI) from among the tenured teaching staff of USARB.

Eligibility conditions for candidates:

  1. to hold a scientific and didactic title;
  2. to confirm at least 5 years of experience as a tenured staff member of USARB;

Alecu Russo Balti State University

is hiring a Head of the Development Projects Directorate (DPD)

General objective of the Development Projects Directorate: attracting additional funding sources for USARB by applying for new institutional development projects, as well as monitoring projects currently under implementation.

Title of the vacant position: Head of the Development Projects Directorate

Main responsibilities of the position:

  • leads and coordinates the DPD;
  • studies funding sources for which USARB is an eligible applicant;
  • initiates and develops projects for all types of University-specific programs, in order to attract non-reimbursable funding and regional and sectoral operational funds;
  • provides assistance and consultancy for collaboration proposals aimed at obtaining additional funding, in cooperation with University subdivisions;
  • drafts project proposals according to the specific requirements of the funding institution / organization;
  • informs the academic community about identified funding opportunities;
  • supervises and manages project activities;
  • identifies and manages risks, intervening effectively to resolve problems and minimize their impact on projects;
  • provides technical assistance in carrying out activities within projects implemented by the University;
  • collaborates with internal and external teams to ensure effective communication and cooperation;
  • keeps records of all documents, information, and materials developed within projects;
  • prepares and submits narrative reports: interim and final;
  • performs other tasks related to the activities of the DPD.

Type of employment: indefinite period

Working schedule: full-time (8 working hours per day, with a 1-hour lunch break)

Conditions for participation in the competition:

  1. holds citizenship of the Republic of Moldova;
  2. has proficiency in Romanian and English;
  3. has full legal capacity;
  4. has the required education for the respective position;
  5. has not reached the statutory retirement age limit;
  6. has not had an individual employment contract terminated for disciplinary reasons;
  7. has no outstanding criminal record for intentional crimes;
  8. has not been deprived of the right to hold certain positions or exercise a certain activity as a main or complementary punishment following a final court decision imposing such restriction.

Specific requirements for participation in the competition:

  1. experience in managing development projects in a similar environment;
  2. thorough knowledge of project management, methodologies, and relevant tools;
  3. excellent leadership and team management skills;
  4. ability to make timely decisions and solve problems effectively;
  5. advanced communication and negotiation skills;
  6. results-oriented approach and ability to work under pressure;
  7. advanced knowledge of risk management and problem-solving, with strong analytical skills;
  8. higher education (Bachelor’s and Master’s degree) in a relevant field.

on the initiation of the rector election process

of Alecu Russo Balti State University

The Council for Strategic Institutional Development (CSID) of Alecu Russo Balti State University, pursuant to Art. 105 of the Education Code No. 152 of 17.07.2014, in accordance with the Framework Regulation on the procedure for electing the rector of a higher education institution in the Republic of Moldova, approved by Order of the Minister of Education No. 09 of 14.01.2015, the Regulation on the procedure for electing the rector of Alecu Russo Balti State University, approved by the Senate of Alecu Russo Balti State University on 14.05.2015, and the Decision of the Council for Strategic Institutional Development (CSID) of Alecu Russo Balti State University of 21 February 2023, announces the initiation of the process for electing the rector of Alecu Russo Balti State University.

A person holding a scientific and/or scientific-didactic title and having at least 5 (five) years of experience in higher education and research may run for election to the position of rector of Alecu Russo Balti State University.

Candidates shall submit to the Council for Strategic Institutional Development (CSID) of Alecu Russo Balti State University an application file for participation in the competition, which shall include the following documents:

  1. letter of intent;
  2. curriculum vitae (Europass format);
  3. copy of the identity card;
  4. copies of study documents and diplomas regarding scientific and scientific-didactic titles;
  5. supporting documents proving experience in higher education and research, as well as other documents attesting to the candidate’s professional, managerial and scientific activity;

Alecu Russo Balti State University (hereinafter – USARB) announces a competition for filling the position of Vice-Dean of the faculty (one for each of the 4 faculties of USARB) (4 vacant positions, each amounting to 1.0 full-time unit).

 

General requirements for candidates:

  1. holds citizenship of the Republic of Moldova;
  2. has knowledge of the state language;
  3. is employed by the faculty and has worked at USARB for no less than 3 years;
  4. has completed higher education;
  5. possesses organizational and communication skills;
  6. holds digital competencies;
  7. does not exceed the statutory retirement age limit;
  8. demonstrates integrity and fairness in relations with the university community.

The position of Head of the QMD may be applied for by a person who:

  • holds citizenship of the Republic of Moldova;
  • holds higher education degrees (Bachelor’s and Master’s);
  • has knowledge of the Romanian language;
  • submits a managerial program regarding the activity of the respective unit for a period of 3 years;
  • does not exceed the statutory retirement age limit;
  • demonstrates integrity and fairness in relations with the university community.

 

The application file for participation in the competition shall contain:

  • application for participation in the interview;
  • Europass Curriculum Vitae;
  • copies of Bachelor’s and Master’s diplomas (if applicable: Doctor/Doctor Habilitatus);
  • managerial program regarding the activity of the QMD for the next 3 years;
  • list of continuing professional development training courses in the field of quality management;
  • declaration on own responsibility regarding the veracity of the information presented in the file;
  • other documents (if applicable).

regarding the organization of the competition for filling the position of

President of the USARB Scientific Council

 

Alecu Russo Balti State University (hereinafter – USARB) announces a competition for filling the position of President of the USARB Scientific Council (vacant position amounting to 0.25 full-time unit, with the possibility of increasing this workload depending on the number of coordinated doctoral schools).

 

Candidates eligible to apply are persons who meet the minimum and mandatory standards for obtaining the right to supervise doctoral theses, valid on the date of publication in the Official Monitor of the Republic of Moldova of the announcement regarding the competition.

 

The candidate’s application file must contain:

  1. application for participation in the competition, signed by the candidate;
  2. copy of the identity card;
  3. Curriculum Vitae of the candidate;
  4. managerial program regarding the development of doctoral (cycle III) studies within USARB;
  5. notarized copy of diplomas attesting academic degrees and scientific titles held;
  6. list of publications and conference papers (national and international) from the last five years;
  7. certificate confirming authorization to supervise doctoral theses;
  8. list of supervised doctoral students who have successfully defended their doctoral theses.

 

The application file shall be submitted either personally to the USARB Chancellery or by e-mail to: anticamera@usarb.md . If the application file is submitted by e-mail, all required documents must be scanned in PDF or JPG format. At the same time, the candidate is obliged to submit the application file in hard copy on the date of the interview.

 

In the case of submitting uncertified copies, on the day of the competition the candidate must present the originals of the application file.

 

An incomplete application file constitutes grounds for exclusion from the competition, by decision of the Competition Commission.
